School Grants: Start or Grow an Arabic/Mandarin Program

Do you know U.S. teachers or schools who want to globalize their classrooms by offering more opportunities to learn new languages? Schools at the K-12 levels can access a fully-funded grant that is supported by the Bureau of Educational and Cultural Affairs of the U.S. Department of State and implemented by American Councils for International Education.

The Teachers of Critical Languages Program (TCLP) helps U.S. K-12 schools start or grow an Arabic or Mandarin Chinese language program. TCLP places EFL teachers from China and Egypt in U.S. host schools for an academic year where they teach Mandarin or Arabic language and culture. TCLP provides teachers’ salaries, healthcare, roundtrip airfare, training, professional development funds, and ongoing program support. For more information and to apply, please visit http://www.tclprogram.org/

Four New IB Programme Models

Dear educators,

We are pleased to announce the roll-out of our new programme models.

These have been created to illustrate the coherence across the four IB programmes and highlight each programme’s unique elements. The design is no longer hexagonal but circular, illustrating the alignment of structure and terminology across all four programmes and a seamless, holistic and integrated continuum of education for children aged 3-19 years old.

The new models continue to be built around the learner profile, with an underpinning theme of international-mindedness. Approaches to teaching and learning are now embedded within all four programmes, which are further aligned by each one culminating in a learning experience.

More information and details of how the changes affect each programme is available in this PDF document. Links to download the new models are on the left. This information is also available on the OCC and via the public website.

24 IB World Schools make U.S. News & World Report's Top 100

IB Features Prominently in U.S. News & World Report's "America's Best High Schools" 2012
Bethesda, MD, 9 May, 2012 -- The International Baccalaureate® (IB), a non-profit educational organization with 1346 IB World Schools in the United States and 774 U.S. high schools offering the Diploma Programme, is proud to announce that 24 IB World Schools, nearly one in four, have been named to the U.S. News & World Report’s annual ranking of the top 100 high schools in America. IB’s challenging program helps focus students on a goal and creates a mindset that inspires achievement.

The 2012 rankings include data on nearly 22,000 public high schools from 49 states and the District of Columbia. Considering that the IB Diploma Programme is offered in approximately three percent of all 22,000 public high schools, the IB enjoys an outsized representation among the Top 25. Fully 44 percent of the top 25 Public High Schools in the U.S. are IB World Schools, including the No. 1 magnet school in the country, Connecticut International Baccalaureate Academy (CIBA).

"High schools recognize the strong value that a high quality educational program like the International Baccalaureate brings to their communities. The U.S. News & World Report’s "2012 Best High School Rankings" is a testament to the efforts of public schools that make use of the well-rounded IB curriculum with its emphasis on strong analytical thinking, math, writing, and language skills to equip students for college readiness and future success," said Drew Deutsch, Director of IB Americas.

International Academy (IA) in Oakland County, Michigan ranked No. 5 on U.S. News & World Report’s Best High Schools Rankings. IA runs one of the largest Diploma Programmes in the country and was the first public high school in North America to offer the IB Diploma Programme school-wide. "100 percent of IA students go on to attend college and we give great credit to our IB certified teachers who have over 390 combined years of experience," said Lynne Gibson, Head of School at IA. The popular IB Diploma Programme at IA expanded by 90 students this year and expects 304 students to graduate with the prestigious IB Diploma recognized at over 1100 universities in North America.

Diploma Review Committee: IB Americas school representative

Diploma Programme (DP) coordinators from IB World Schools are invited to submit letters of application to act as the representative of the Diploma Review Committee for the IB Americas region.

The purpose of the Diploma Review Committee is to ensure the coherence and academic integrity of the DP and its individual components, by reviewing and, where appropriate, granting approval to curriculum and assessment developments of the DP. It makes recommendations about the application of the process of the curriculum review cycle in relation to specific subjects, and recommends the appointment of chief and deputy chief examiners. The committee also oversees the academic aspects of the International Baccalaureate Career-related Certificate (IBCC). Appointments, for two calendar years in the first instance, are made by invitation from the head of DP development following consultation with the regional office and the chair. It is expected that representatives will generally be experienced educationalists whose attendance is likely to have a beneficial effect on the development of the programme, and on the schools they represent. The ability to scrutinise subject guides in detail is an important aspect of the job. It may be possible to extend an appointment by one year only upon mutual agreement.

The meetings take place twice a year, in March and October. The October meetings will be held in the IB Cardiff office and March meetings in The Hague global centre. The IB will cover all reasonable travel and accommodation expenses, and contributors to the meeting will receive a daily attendance fee.

Please send your application in the form of a letter and accompanying CV to longfei.fu@ibo.org by 30 June 2012.

2012 AP Test Fee program - Urgent

The Department has provided the AP Test Fee program with additional funds for fiscal year 2012 to cover the costs of exams for eligible low income students. The funds will allow you to pay for exams that will be administered during the Spring of 2012.

The Department is currently reviewing an updated Federal Register notice to allow us to re-open the grant competition. The updated notice will allow states to pay for the full cost of each advanced placement exam (College Board, International Baccalaureate and Cambridge International), with no limitation on the number of exams per student.

I will contact all state coordinators once we have an estimated publication date and I will schedule several technical assistance calls to answers any questions. Please feel free to contact me if you need further information.

Thank you for your ongoing patience and support.

Sebastopol school embraces its student-driven curriculum

By KERRY BENEFIELD
Park Side School kindergarten teacher Julie Aiello has been teaching for 27 years, but five years ago she volunteered to set aside much of the structure that she practiced as a teacher and start largely anew.

And she has loved every minute of it.

"The kids are so invested because they told me what they want to learn," she said of her 26 kindergarten students. "It's harder, but it's a lot more interesting for me."

The change in teaching was part of the Sebastopol school's five-year quest to become an accredited International Baccalaureate Primary Years Program — one of just 27 in California and the only one in Sonoma County. Next month the school will mark its one-year anniversary as one of 296 primary grades IB programs in the nation.

Chris Mannix's presentation notes

Chris Mannix’s presentation notes – CAWS conference October 24 San Jose

I come from a national educational system (Australia) that has, for the last 20 or more years, pushed teenagers to stay at school longer and longer. Why? My somewhat cynical view would be to ensure teenage unemployment is kept at acceptable levels. A more generous ‘spin’ would be that successive governments view the ultimate goal of secondary education to be preparation for university and that we are doing students a favour by keeping them at school longer and providing them with an education that will help them succeed in tertiary education. Whatever the rationale, it is, in my view, a misguided philosophy and one that does a disservice to the very ones it purports to be helping.

So what has been the consequence of this ‘misguided’ policy in Australia?

  • Falling educational standards to ensure that as many students as possible reach the final year of secondary education
  • A disenfranchised group of school students whose needs are not being met
  • A societal view that anyone who does not graduate from secondary education has somehow failed
  • Excess demand for university places, and so universities raise fees, thereby limiting higher education to the wealthier members of society
  • A cohort of students that are ill-equipped to enter the workforce because their education has narrowed their focus into specialized fields
  • A huge pool of underemployed graduates (not doing work for which they are trained).
These problems are mirrored throughout the world.

In the UK, for example, the recent riots in North London and further afield in England, were attributed by many commentators to a society that is ignoring its youth. The riots reflected the alienation, isolation and resentment of young people who have been forced to drop out of the education system because it is not meeting their needs. Jonathan Portes, the director of the National Institute of Economic and Social Research in London believes (from an article printed in the New York Times, August 10, 2011) that schools and teachers, under pressure to meet educational goals, focus on children from more stable homes and those with greater perceived academic ability and social skills. Disillusioned, those that cannot keep up, just drop out.

When I was working in Cardiff in the UK, every Administrative Officer (a position that involved primarily filing and other mundane office work) had at least one degree, many had two degrees and some had masters degrees- and I assume these degrees were not in filing.

And what about here in America? Well the story is no different.

I’d like to bring to your attention an article written by Cathy Davidson, a well respected education author and until recently a dean at Duke. She believes that the US is, as she calls it, ‘retrofitting’ the skills and learning needed to succeed in higher education, all the way back to pre-school.

I quote from her article

http://www.cathydavidson.com/2011/08/edu-traitor-confessions-of-a-prof-who-believes-higher-ed-shouldnt-be-the-only-goal/

I’ve taught career-focussed kids. I know their talents. I know their needs. I know their frustrations. So when the IB came to me 4 years ago and asked me to head a project that was going nowhere, I grabbed the opportunity with both hands. My job was to convince the people, who could make a difference , of the merits of developing a programme directed at career-focussed students. Together we’ve faced many hurdles and been involved in our fair share of battles, particularly from the conservative forces within the organization, but eventually we won the day. And so I speak to you today knowing the IBCC has become a mainstream offering. An offering that could change the public face of the IB.

Maybe the IB in its own small way can be a catalyst for changing attitudes and values in the education community, so that all students are valued – not just academically driven students.

Granlibakken Registration Directions

We have had several requests for details on how to register for the upcoming Diploma and MYP/PYP training at the Granlibakken resort. As the registration is handled directly on the Granlibakken website, here are some helpful directions.

  • Go to the Granlibakken website. Click here
  • Click on "Make a Reservation" in left column
  • Click "Conference Participant."
  • The ID and Password are both the same (Diploma use CAWSIB11, MYP/PYP use CAWSMY11)
  • Click "Registration Form."

Notes:
  • Payment for both the resort and the conference go directly to Granlibakken (see end of registration form).
  • The resort fee includes all meals – including dinner and happy hour each day
  • I suggest that if you have more than one participant from your school, that you rent a car at the Reno Airport. The beauty of Lake Tahoe is spectacular and you will want to do some touring.

SEE YOU THERE !!!

Legislation Update

A new Legislation Update for February is now available. Click here for details.

November 2010

Discussed options to raise the visibility of IB and developed a framework for CAWS sponsored legislation. We agreed that CAWS sponsored legislation should require California community colleges and state universities to have a consistent process and/or policy in place to award credits for students who have successfully completed IB courses (this piece of legislation would include recognition for SL courses and IB Career Certificate). Given the current political and financial state situation, we felt this approach was the best strategy to both help students and schools and also build awareness of the IB program in the Legislature.

December 2010

Conducted some exploratory work and contacted two other counselors and IB coordinators to collect information to validate the hypothesis of a statewide problem for IB students not receiving academic credits for their IB courses when enrolling in community colleges or CSUs.

January 2011

The deadline to submit proposed bill language to Legislative Counsel (attorneys for the Legislature) was January 21. We drafted and submitted language to Legislative Counsel for a spot bill and drafted the attached issue paper addressing the need for Legislation. We are currently seeking an author for our bill.

Spot Bill Language

Would require California community colleges and CSU to adopt a policy that would give students obtaining a score of 5, 6 or 7 on IB courses, the same credits given to students with a 4 or 5 score on equivalent AP courses.

Pacific Beach Middle International Baccalaureate Goes Global

Pacific Beach Middle School's International Baccalaureate social studies students participated in a unique cultural exchange with the students from the Children Walking Tall Charity in Goa, India. Dedicated to providing education and assistance to the children living in the slums of India, Walking Tall Charity provided a unique opportunity for PB Middle IB teacher, Mrs. Erin Knight to hand-deliver the PB Middle penpal letters. Over the Thanksgiving break teacher Erin Knight traveled to the Indian charity where she met the pen-pals and introduced our students through cards and photos. Mrs. Knight's trip provided a unique inter-cultural opportunity for children from both sides of the world. "The children in the charity were excited by our delivery and immediately sat down to write back to their pen-pal. Not only did this service learning project bring awareness to the issues faced by children living in the slums of India, but our students were able to establish meaningful friendships across the world."

AP/IT Fee Reimbursement Information

I am offering four AP/IT Test Fee Reimbursement Information Sessions in Sacramento on Tuesday, February 10 and Wednesday, March 4, 9:00 - 11:00 and Noon to 2:00 each day. And, since I cannot travel, I am also trying to set up webinars for those that cannot participate.

Webinars are scheduled for Wednesday, February 18, 9:00 - 11:00 and Thursday, March 5, 1:00 - 3:00. Right now I have a confirmed location in Orange County and am working on one for San Diego; may also be one in Pasadena. I can take up to 29 sites. Also, the webinars will have an 800 toll free number -- each site can call in with questions gathered from their participants.

IB Coordinators, Administrators, Counselors, Teachers are all welcome to participate in these sessions. I need people to email me their preference so that I can determine what other locations may sponsor the webinar. I will try to send another listserv blast -- it is up to me now to learn how -- the manual is 900+ pages so . . .

Test fees are $88; registration fees are $129. The reimbursement rates will be $83 for test fees and $124 for registration fees. Students will pay $5 each.
